Sheng Thao, the first Hmong American mayor, grew up in poverty and spent most of her childhood in public housing. After graduating from UC Berkeley in 2012, she worked for Rebbecca Kaplan, an At-Large Councilmember, as a paid intern. She later became Kaplan’s chief of staff at the Oakland City Council. In 2018, Thao ran for office in the District 4 City Council seat, focusing on housing, public safety, and infrastructure.
